The mission of the Tobacco Prevention and Control Portfolio is to implement and evaluate comprehensive tobacco control initiatives that prevent and reduce tobacco use and exposure to second hand smoke. A major portion of the portfolio consists of the Louisiana Campaign for Tobacco-Free Living (TFL), which began in 2003, and is a large evidence-based, statewide, comprehensive tobacco prevention and control program funded by the state’s tobacco excise tax through a contract with the Louisiana Cancer Research Consortium (LCRC). It is critical that tobacco prevention and control efforts be leveraged and coordinated across the state. Therefore, LPHI’s Tobacco Prevention and Control Portfolio also works closely with and receives funding from the Louisiana Health Promotion and Chronic Disease Program, located in the Louisiana Department of Health and Hospitals and funded through the CDC Office on Smoking and Health. The Institute also collaborates with and leverages funding from the Smoking Cessation Management Services Trust, LLC (SCT) for tobacco cessation funded through the Scott case court settlement. The program receives guidance from the TFL steering committee and the TFL Scientific Advisory Board, and aligns program activities with the LCRC mission and research agenda.

Position Summary:

The Portfolio Lead heads a statewide, comprehensive tobacco prevention and control portfolio that is primarily funded by a State excise tax on tobacco and designated for prevention and control efforts. This position’s primary responsibility is to ensure that this portfolio of projects effectively and efficiently accomplishes its goals through state of the art, multidisciplinary components implemented by staff, grantees and contracts throughout the state. In that role, the Lead must ensure that the portfolio’s efforts reflect current national, state and local expertise and perspectives. This position facilitates effective and efficient coordination with all tobacco prevention and control programs throughout Louisiana, including Health Promotion and Chronic Disease Program and the SCT. The Lead will also set and manage the strategic direction of the portfolio for sustaining current activities and development of future portfolio activities and engagements. Furthermore, the Portfolio Lead is a key LPHI position leading one of the Institutes’ major initiatives, and must coordinate closely with other internal and external population health and health systems initiatives. This position also serves on the overall LPHI Leadership Team. The Portfolio Lead reports directly to LPHI’s Chief Operating Officer and the LCRC Tobacco Prevention and Control Director. This position oversees all portfolio staff.

Areas of Oversight:

This position provides oversight of the entire LPHI TPC Portfolio and oversees TFL jointly with the LCRC Tobacco Prevention and Control Director with advice and input from the TFL Steering Committee and Scientific Advisory committee and includes:

  • Strategic planning and portfolio development
  • Program monitoring and evaluation
  • Partnership development and management at national, state and local levels, including LCRC, TCP, and SCT
  • Communications / public relations and experience in guiding, planning and overseeing large scale media campaigns
  • Grant / contract management
  • Supervision of associate directors, project managers and other key staff
  • Continuous quality improvement
  • Team development and management

Minimum Qualifications:

  • Master’s degree in public health or related field required
  • Doctoral-prepared preferred
  • Tobacco prevention/cessation experience required. Experience working in chronic disease prevention and health promotion initiatives preferred
  • Experience working closely with national tobacco and/or public health organizations
  • Ten years of experience in management and/or public health program implementation at least five of which were at a supervisory level demonstrating successful management of multi-disciplinary teams
  • Extensive experience leading statewide and community-level public health programs required, including work with coalitions and diverse constituencies
  • Experience using data and conducting evaluation and research efforts to guide program development
  • Experience working in the following advocacy capacities preferred:
    • Community Mobilization
    • Information Synthesis and Issues Research
    • Adaptability/Rapid Decision Making
    • Issues Campaign Management/Leadership
    • Media Skills/Relations
    • Persuasive Communications

Duties and Responsibilities:

  • Lead the identification and execution of Louisiana tobacco prevention and control programmatic and policy priorities across the portfolio based on state of the art research and evaluation results
  • Coordinate with and secure input from the TFL Steering Committee and Scientific Advisory Board to ensure that their guidance is integrated into program strategy and implementation
  • Ensure compliance with the LCRC contract and assure the timeliness and quality of all reports
  • Ensure coordination of portfolio strategy and programming with statewide partners, including TCP, SCT, LCRC Executive Team, and relevant health organizations such as American Lung Association, American Heart Association
  • Provide leadership, direction and oversight to a high performing team of 25 multidisciplinary staff members to ensure goal attainment and program success
  • Identify staffing needs, assist in portfolio staff recruitment, and ensure staff retention and professional development
  • Ensure state of the art evaluation protocol in coordination with LPHI’s Evaluation Director and evaluation team members
  • Work with the LCRC Executive Team to explore LCRC/TFL integration initiatives as determined and approved by the LCRC Board
  • Ensure coordinated and seamless approach with LPHI’s communication team and evaluation teams on tobacco prevention and control projects
  • Develop, constantly monitor, and modify accordingly the corresponding systems to actualize the portfolio’s and TFL’s program and policy priorities in collaboration with the portfolio’s cross-functional team; specifically:
    • Strategic Plan
    • Work Plan
  • Develop, implement, evaluate and report the corresponding initiatives related to the following while ensuring alignment with the mission, vision, goals, and guiding principles, as well as guidance from the TFL Steering Committee and Scientific Advisory Board:
    • Prevention
    • Cessation
    • Elimination of tobacco exposure
    • Tobacco-related health disparities
    • Statewide coordination
  • Ensure that all portfolio-related initiatives are aligned with the mission, vision, goals, and guiding principles, as well as guidance from the TFL Steering Committee and Scientific Advisory Board
  • Successfully integrate all portfolio and TFL program components
  • Ensure the portfolio and all its components and initiatives are data-driven, evidence-based and responsive to evaluation findings and recommendations
  • Develop and monitor portfolio budgets in close collaboration with LPHI’s Chief Financial Officer
  • Ensure long-term sustainability of tobacco prevention and control efforts in Louisiana, including programmatic, fiscal and policy
  • Ensure capacity building for grantees, awardees and partners to effectively and efficiently support the portfolio’s and TFL’s vision, mission, goals and objectives
  • Recruit new and cultivate existing local, statewide and national partners, both traditional and nontraditional to broaden the potential reach and impact of the portfolio and TFL program components
  • Serve as a national and statewide representative and spokesperson for the tobacco prevention and control movement in Louisiana
  • Ensure adherence to all laws and regulations applicable to managing specific grants and contracts
  • Ensure adherence to negotiated sub-contracts, including maintaining the accountability of LPHI and sub-contractors

Desired Skills, Knowledge and Abilities:

  • Knowledge of public health principles and practices
  • Knowledge of tobacco prevention and control program and evaluation strategies
    • Working knowledge of Microsoft 2013 Applications, including: Word, Excel, PowerPoint, and Outlook
  • Ability to effectively lead cross functional teams and diverse stakeholder coalitions
  • Ability to think proactively and function independently
  • Strong interpersonal skills and experience working with individuals and groups from diverse backgrounds
  • Ability to manage many interrelated tasks at once---strong organizational skills
  • Ability to maintain a highly detail-oriented approach while maintaining an appreciation of the long-term goals and objectives of the portfolio
  • Ability to develop and implement a framework to manage and coordinate disease prevention and health promotion programs
  • Ability to oversee administrative functions integral to portfolio components (e.g. invoice processing, contract negotiation, budgeting, etc.), program evaluation (process, impact, outcome, and baseline data gathering), and coordination efforts
  • Knowledge of program management and processes
  • Skills in effective written and oral communications
  • Ability to learn new subject areas quickly
  • Strong synthesis and analytic skills
