Manager, Lung Health Policy

The Manager will research and analyze state and other entities’ legislation, laws, regulations, and tobacco control and cessation policies; analyze existing state asthma policies; assist in research and analysis of Affordable Care Act policy; staff tobacco cessation policy-related work groups; assist in creation of relevant policy materials and websites; and assist in tracking progress on grant deliverables.


Track state tobacco control legislation, laws and policies, track state and federal tobacco cessation coverage rules for Medicaid, Medicare, public employee health insurance programs and state health exchanges; maintain comprehensive list of tobacco-free college campuses. Identify gaps between existing inhaler laws and policies with school-based practices by analyzing existing state laws and policies. Draft gap analysis report and participate in the review of the recommendations. Provide support in staffing policy-focused work groups related to grant deliverables. Responsibilities include organizing logistics, serving as staff assistant to work groups. Provide technical assistance to Lung Association field staff on tobacco control policy. Conduct literature and other scientific reviews on topics relating to tobacco cessation and other lung health issues. Draft letters, factsheets, testimony, e-alerts, regulatory comments and other official American Lung Association documents and materials. Manage listservs and webinars related to grant deliverables, and assist with drafting and keeping up to date website materials.


BA/BS in political science, health policy or related field (Master’s degree preferred). Three to five years’ related experience in voluntary health organizations, advocacy organizations or legislative offices preferred. Experience with tracking state laws and policies a plus. Ability to research and analyze state policies and legislation; excellent project management skills; excellent written and oral communication skills. Excellent computer skills, familiarity with Microsoft Access and Microsoft Excel essential. Ability to work well as part of a team and with a wide range of people, ability to work well under pressure, and adapt to changing situations. Some travel may be required.
