defined below to help guide users to materials
that fit their needs.

quitlines particularly useful for viewers unfamiliar with how quitlines work including evidence demonstrating quitline effectiveness. These resources describe how quitlines help tobacco users and include facts from
NAQC’s Annual Survey of quitlines, profiles of all Canadian and U.S. Quitlines, some basic research information and guides to quitline services. More detailed information about specific services
provided by quitlines can be found in the Quitline Services section.

Quitline Operations (to view resources related to Quitline Operations, click here.)
This section includes resources, fact
sheets and guides to help quitlines with operations ranging from call center metrics to technology, staffing, promotion and medication provision. Also included is information about quitline hours and
information gathered from NAQC’s Annual
Survey of Quitlines.

Quitline Services (to view resources related to Quitline Services, click here.)
This section includes information about all the different
types of services quitlines provide ranging from telephone counseling, nicotine replacement therapies (NRT), cessation medications, Web-based services, emerging technologies and
services for priority populations. Also included is information about addressing tobacco cessation in behavioral health settings.

This
section provides information about using fax and electronic referral to increase reach and promote quitlines. Also included is information about using referrals to integrate quitlines within healthcare systems (see Health Systems Change).

Promoting Quitlines/Creating Demand (to view resources related to Promoting Quitlines/Creating Demand, click here.)
This section
includes a wide range of topics related to promoting quitline services to increase demand and maximize reach. Information includes how to use traditional media (print, television, radio), earned media, public relations, free NRT and/or medication
promotions. Information about promoting quitlines during cessation-related policy change to maximize the cessation benefit is included in NAQC’s policy playbook and numerous other resources. Also addressed
are outreach and promotion to healthcare providers (see Health
Systems Change), graphic warning labels as a promotion tool, reaching priority populations and national efforts to coordinate promotions of 1-800-QUIT-NOW.
Ensuring Service Quality/Quality Improvement (to view resources related to Ensuring Service Quality/Quality Improvement, click here.)
NAQC’s
Quality Improvement Initiative has generated a wealth of resources to help quitlines with efforts to ensure the delivery of high quality cessation services. These resources include information about call center metrics (performance measurement), staff
training, use of technologies, implementation of the minimal data set, evaluation,
reach of quitlines, quit
rates and issues related to credentialing and accreditation. Additional resources address how to best serve priority
populations, development of a national data
warehouse and the cost-effectiveness of quitlines.

Best and Promising Practices (to view resources related to Best and Promising Practices, click here.)
The issues
addressed in this section include available information on best and promising practices related to quitline services and operations, tobacco treatment in general, call center metrics (performance measurement), strategies for improving reach and use
of the Minimal Data Set. The Ensuring
Quality Improvement and Research Projects sections also address many issues related to best and promising practices.

Priority Populations and Cultural Appropriateness (to view resources related to Priority Populations and Cultural Appropriateness, click here.)
Ensuring
quitlines are providing high quality, culturally appropriate services to the many underserved populations suffering from higher smoking rates and/or limited access to cessation services is a key issue addressed in the resources included in this section.
Priority populations include African Americans/blacks, American Indian and Alaska Natives, Asian American and Native Hawaiian and Pacific Islanders, Hispanic/Latinos, the lesbian, gay, bisexual and transgender (LGBT) community and individuals of low
socioeconomic status (low SES). Many of the Medicaid resources and those addressing tobacco users with chronic disease and behavioral health issues,
youth and pregnant women are included. Resources provide information about
increasing reach, use of quitlines, effectiveness of services provided, staff training, promotions and results from the NAQC Annual
Survey (languages used, specialized materials).

Emerging Technologies (to view resources related to Emerging Technologies, click here.)
The use of emerging technologies is
essential for quitlines to stay current and to improve service to a range of clients, increase reach, program retention and appeal and to address budget concerns. Resources in this section address the use of web and phone-based technologies such as
texting, chatting, video, interactive voice response (IVR), Click-to-Call and other technologies as they become available.

Improving or increasing reach to tobacco users is
of primary concern to all quitlines. The resources in this section provide a wealth of information about innovative approaches and proven strategies to increase reach to tobacco users in general and to priority populations. Also included is information
about how to calculate reach and results from the NAQC Annual
Survey.

Cessation-related
Policy (to view resources related to Cessation-related Policy, click here.)
Quitlines can benefit greatly from the increased interest in quitting that occurs during policy change and
can collaborate with other tobacco control entities to increase quitline reach. This section includes resources that address how to best maximize the benefit of cessation-related policy changes such as the implementation of smoke-free laws, tobacco
tax increases and graphic health warnings (tobacco warning labels). Also included are resources related to Medicaid, Medicare and health insurance policies that
impact quitlines.

Funding and

Quitline funding and sustainability continues to be a primary concern to NAQC members.
This issue has been addressed in many resources and includes information about return on investment and quitline cost effectiveness often referred to as "making the case” for quitlines. Information about reimbursement or third-party support, forming
public-private
partnerships, working with Medicaid, planning for increased call volumes and resources to assist with advocacy efforts (legislative, community) are included.

Resources in this section address the timely topics related to forming effective public-private partnerships
which includes working with the business community, employers, health plans and healthcare systems. Integrating quitlines into multiple levels of healthcare through improved cessation coverage and health systems change strategies are addressed (see
Health Systems Change). The resources on "making the case” for quitlines found in the Funding
and Sustainability section are important for this issue as well.

Medicaid (to view resources related to Medicaid, click here.)
The many Medicaid resources included in this section provide basic
background information to assist those with limited knowledge about how Medicaid works and to help quitlines work most effectively to increase cessation coverage and "make the case” for quitline reimbursement. These Medicaid resources provide important
information related to funding and sustainability and serving priority populations given the Medicaid population often needs additional outreach,
promotions and attention to ensure optimal service by quitlines. Key resources include the Medicaid Resource Repository and the Medicaid Toolbox.

Health Systems
Change/Integrating Quitlines (to view resources related to Health Systems Change/Integrating Quitlines, click here.)
As health systems change strategies become more widespread,
quitlines can work to ensure inclusion in the planned changes to increase reach and address chronic disease. Resources in this section address the topics of building effective
public-private partnerships and quitlines’ role in comprehensive tobacco cessation programs. Information also includes some issues related to quitline
operations (e.g. referral systems), electronic health records and healthcare reform.

Effective evaluation is key to improving quitline quality and
advocating for continued or increase funding. Resources in this section address quality improvement, client satisfaction, and cost effectiveness. Measuring reach and calculating quit rates are key components of quitline evaluation and both are inextricably linked to the Minimal Data Set (MDS).
NAQC’s Annual Survey of Quitlines is another key resource for evaluation.

here. The list includes intake and follow-up questions, optional questions, modifications for online use, implementation tools, assessment of implementation, history and background.

NAQC Annual Survey (to view resources related to NAQC Annual Survey, click here.)
All resources related to the NAQC Annual
Survey are included here. The list includes questionnaires from 2008 – Current (2012) and survey results in various formats such as presentations, fact sheets and reports. The quitline map profiles of each state and provincial quitline are included
as are resources demonstrating the use of survey data to advocate for quitlines.

Quitline-Related

This section is reserved for research findings important to both tobacco control
in general and quitlines specifically. Research findings include information about quitline and tobacco cessation services, the Minimal Data Set and NAQC Annual Surveys.
Research comes from both internal (i.e. NAQC) and external sources. Using research to advocate for quitline funding and calculating cost effectiveness, reach and quit rates are key. Information about the KIQNIC project and the development of a
National Quitline Data Warehouse are also included.

This section includes information about
the Knowledge Integration in Quitline Networks that Improve Cessation (KIQNIC) project and links to a page developed specifically for researchers and students. Ongoing research projects will be added in the future.

U.S. Federal Issues

This section addresses issues related to healthcare reform in the U.S., FDA
and tobacco regulations including graphic health warnings, funding and sustainability, reimbursement, Medicaid and national advertising campaigns. Information in the health systems change section may also be of interest for this issue.

the U.S., Canada and other countries. Viewers will find background, commentary, operational considerations and updates on timing and key decisions.

Canadian Federal

This section addresses issues of importance to Health Canada and
Canadian tobacco regulations including graphic health warnings. The Canadian Strategic Plan will be added when available.

International

This section includes the evidence base for tobacco cessation approaches including quitlines. Topics include

Web Assisted Tobacco

This section provides resources that address the use of various online, internet

Growing interest in how to best
integrate quitline services with chronic disease such as behavioral health, substance abuse and diabetes is becoming increasingly important. Integration relates to both funding and sustainability and figuring out how quitlines can best serve clients by acknowledging that tobacco cessation can not be addressed in isolation.

This section addresses the very
important issues related to the costs of operating a quitline and operating with limited budgets. Included is relevant NAQC Annual Survey data, information about building public-private partnerships and developing the business case for quitlines, calculating cost effectiveness and the relationship of cost, budget and investment to reach. Also included are budget/cost considerations for promoting
quitlines.
