Welcome to NAQC’s Medicaid Resource Repository…an online commons for the quitline community. This electronic collection of documents and links relies on contributions from the community in topic areas such as Medicaid 101, promotion of cessation benefits to beneficiaries, and partnering with Medicaid. Be sure to check back frequently to see how the Resource Repository grows and to make your own contributions! To contribute and add a resource to the Medicaid Resource Repository, please complete and submit a short online form. In addition to technical support to quitlines working to leverage all of the opportunities resulting from the Affordable Care Act and the CMS guideline on quitlines, NAQC also aims to elevate the structural, operational and policy barriers that hinder implementation of comprehensive cessation coverage to Medicaid members to those who are most able to influence change. Resources on this page are intended to highlight national-level challenges that impede progress toward comprehensive and barrier-free cessation coverage for Medicaid members and outline recommendations to national partners for making progress.

This building block supports efforts to assess current utilization of cessation benefits to support making the case and evaluation of promotion efforts; efforts to assess future utilization of improved benefits to assure Medicaid of cost boundaries; and efforts to develop return-on-investment forecasts.
Resources in this building block are useful for improving understanding of the structure and processes of Medicaid and may be especially useful for new tobacco control program staff.
This building block represents the third major step of drawing down Medicaid match for quitline administrative services - the internal processes between the state Medicaid agency and the state health department (typically) that are necessary for invoicing and reimbursing.
This building block supports efforts to encourage comprehensive and barrier-free tobacco cessation coverage and improved access to cessation services for Medicaid members.
This building block supports development of the Memorandum of Understanding - the critical mechanism by which state Medicaid agencies agree to transfer drawn-down funds to state tobacco program as a cost-sharing agreement.
This building block supports efforts to determine the method(s) that will be used to identify, measure and allocate claimable quitline costs – otherwise known as the cost allocation plan.
Resources, examples and tools in this building block provide support for promoting cessation and the quitline to providers who serve Medicaid members, as well as direct promotional efforts to Medicaid members.
