General Job Description
|
|
Conducts planning, administration
and coordination of chronic disease prevention and health promotion work at
a professional level for the Department of Health, Division of Health
Promotion and Disease Prevention. The goal is the reduction of the burden
of chronic disease in Vermont, from a public health perspective.
Duties include: coordination among chronic disease and health promotion
programs; contract and grant development, monitoring and administration;
integration among chronic disease efforts within the Division. Work is
performed under the direction of a public health program administrator or
program chief. Program area focus and
responsibility is statewide tobacco cessation programming as part of the
Department of Health Tobacco Control team.
Examples of Work:
Identify evidence-based strategies for health promotion and disease
prevention.
Negotiate and monitor contracts with state and local private and public
organizations. Develop manuals, position papers, and educational materials.
Design and carry out workshops and training sessions. Provide consultation
and technical assistance regarding policies and procedures. Represent
health promotion and disease prevention programs at a variety of public
meetings. Prepare and develop reports to state and federal agencies. Assist
in the development of evaluation techniques to measure program
effectiveness.

Minimum Qualifications
|
|
Knowledge, Skills and
Abilities:
Considerable knowledge of the principles and practices of public health.
Considerable knowledge and skill in planning, developing, and coordinating
public health programs and initiatives.
Considerable expertise, knowledge, and responsibility for leading and
monitoring implementation of statewide chronic disease prevention programs.
Specialized knowledge of public health concepts and the ability to
understand and interpret relevant epidemiological data.
Awareness of State and Agency policies and procedures pertaining to
contracting, procurement and grant administration. Understanding of state
and federal business practices, rules and regulations.
Ability to establish and maintain effective working relationships with
contractors, grantees, agency staff and other municipal, state and federal
government staff members.
Ability to communicate effectively, both orally and in writing.
Ability to perform job duties within the framework of the four key
practices of the Agency of Human Services: customer service, holistic
service, strengths-based relationships and results orientation.
Education and Experience:
Education: Bachelor's Degree
Experience: At least three years professional experience working in a
public health program in areas such as: program planning and
implementation; grant and contract management; oversight of data
collection; and assessment and implementation of training needs and
programs.
NOTE: A graduate degree in Health Education, Public Health, Public
Administration or related field may be substituted for experience on a
semester for six month basis.
NOTE: Preference will be given to candidates with a working knowledge of
public health theory and practices, particularly as they relate to
community health programs.

Working Conditions
|
|
Duties are performed in a
standard office setting. Considerable interaction will occur with community
groups, medical providers and other state agencies and partners. Stress may
be encountered with meeting multiple deadlines and needing to resolve
difficult issues and disputes related to overseeing the equitable
distribution of state and federal funds. Frequent travel to meetings with
state agencies and community partners is required.
