Creating a Perfect Storm to Increase Consumer Demand for Wisconsin's Tobacco Quitline

  This article describes a series of initiatives implemented in Wisconsin in 2007 and 2008 that dramatically increased consumer demand for the Wisconsin Tobacco Quitline (WTQL). The combination of a $1.00 per pack cigarette tax increase, the offer of a free 2-week supply of NRT, and a statewide earned media campaign timed around the first of the year resulted in a record 27,000 calls during the first three months of 2008 (nearly 3% of adult Wisconsin smokers). The authors conclude that consumer demand for quitline services can be markedly enhanced through a combination of policy and communication initiatives.
