TOP RESOURCES FROM 2020!Learning Community Series Practice Brief - Evolving Quitline Practices: Technology-Mediated Services, Youth Cessation and Vaping CessationNAQC released the first Learning Committee Series Practice Brief,
Evolving Quitline Practices: Technology-Mediated Services, Youth Cessation and Vaping Cessation. This issue brief marks the first in a planned series of publications developed through NAQC’s Learning Community project, which focuses on evolving practices and emerging topics in the field of tobacco cessation quitlines. The Learning Community is a collaborative professional effort which will engage quitline service providers, state health departments, researchers, subject-matter experts and community stakeholders in shared dialogue and development of recommendations that will advance quitline practice.
Minimal Data Set UpdatesA number of changes have been made to the MDS in 2020 and they are highlighted below:
- Final updates to the Minimal Data Set (MDS). The updates include a net reduction of 11 MDS questions and a change in the status of the LGBT and Behavioral Health questions from “optional” to “required.
- Optional COVID-19 questions for the MDS. Adding optional COVID-19 pandemic questions to the MDS provides standardized questions that can help the quitline community understand impacts of the COVID-19 pandemic on quitline participants’ amount of tobacco use, motivation to quit, and staying quit.
- Expiration of the time-limited optional intake question for states interested in identifying the number of public housing agency (PHA) residents on December 31, 2020.
New Case Study - Leveraging the 6|18 Initiative to Support Public Private (Cost-Sharing) PartnershipsThe purpose of this
case study is to explore and briefly describe how four states involved in NAQC’s Public Private (cost-sharing) Partnership Initiative (Indiana, Missouri, New Hampshire, and North Carolina) leveraged their participation in CDC’s 6|18 Initiative to advance Medicaid partnership goals.
Smoke‐Free Public Housing: Helping Smokers Quit - Project ResourcesIn partnership with the
American Cancer Society (ACS) and
Smoking Cessation Leadership Center at the University of California San Francisco (SCLC), NAQC implemented a national, project – Smoke-Free Public Housing: Helping Smokers Quit (SFPH:HSQ). With funding from the Robert Wood Johnson Foundation, the two-year project sought to foster cross-sector collaborations and widespread adoption of high-quality cessation services within the selected PHA communities and increase the demand for cessation services among PHA residents to reduce tobacco use and improve the overall health, well‐being and equity of PHA communities. Throughout the 2-year effort, NAQC collaborated with the participating quitlines to develop resources that can be used by other state quitlines seeking to forge relationships with CHCs and PHAs in their state and lessons learned and factors that facilitated the project. These products are:
- Tobacco Cessation Resource Directory (One for each participating state and a template that can be tailored for any state)
- Case Study: Establishing Referral Programs between Quitlines and Community Health Centers
- Two project related webinars

TOP ACTIVITIES IN 2021! Meeting Plan: NAQC Learning Community on Technology-Mediated Services, Youth Cessation and Vaping Cessation for Youth and AdultsOn December 4, 2020, the NAQC Advisory Council met to discuss the next phase of NAQC’s Learning Communities initiative and NAQC members were invited to participate. Over the coming year, a series of virtual Learning Community meetings will be held to advance quitline practice on technology-mediated services, youth cessation and vaping cessation. Please look for e-mail updates on meeting dates and discussion topics.
The Advisory Council will serve as the forum for convening the Learning Community, and the quitline community will be invited to submit comments, questions and feedback throughout the process.

Technical Assistance on Public Private Partnerships (and New Cost-Sharing Brief - Medicaid Reimbursement for Quitline Pharmacy Products)In January NAQC will release a new cost-sharing brief which identifies current processes, barriers, and breakthroughs, and “ideal” processes that may be considered when state quitline funders and service providers seek Medicaid reimbursement for pharmacotherapy.
Dialogues on Equity and Other TopicsNAQC is aligning continuing programs with the findings of the
environmental scan. You will see changes to our webinars and the way we utilize the listserv. In both venues, we hope to strengthen the quality of information dissemination and knowledge exchange.
Using webinars, discussion groups and the listserv, NAQC will facilitate dialogues on ways we can leverage important new research and expert opinions to improve equity in the reach quitlines, use of quitlines and other important topics.
It has been nearly 17 years since we established NAQC to improve the quality of quitlines and access to them. Our collaborative activities have had the best results when they are informed by all segments of the membership – the health agencies that fund quitlines, service providers, researchers and national organizations. TOP WEBPAGES AND WEB FEATURES YOU SHOULD KNOW ABOUT! Map of State and Provincial QuitlinesTo learn about the quitline services in any state or province, visit the
quitline map profiles and then click on the state or province. The
Quitline Map continues to be the most visited and utilized page on the NAQC website. We have made a number of updates to make it even more useful as a resource for marketing your quitline. Below is a reminder of the several profile features:
- an open text box was added under each section of the map profile that can be used to share supplemental information with viewers.
- "enroll in online cessation services” button was added to simplify the enrollment process in the online services of smokers visiting the map profile.
NAQC makes updates to smoke-free laws and tobacco taxes bi-annually and posts benchmarking survey data in the summer. If you have any questions or updates, please contact

Annual Survey (2006-present)Since 2006 NAQC has conducted an annual survey of state quitlines to gather data on quitline budgets, funding, services, utilization, demographics of quitline participants and outcomes. The FY2020 annual survey was fielded October 2020 – January 2021 and data will be shared with the membership in spring 2021. Please visit the
Annual Survey page on NAQC’s website to access a recording of the presentation and the related slides.
Peer-to-Peer Communications through the ListServ and Membership Directory (members-only)Have a question for your peers? Post it to the
NAQC ListServ to gain feedback from other quitline professionals. Posting a question is easy. Simply send an email to
