Position Summary: Under the general supervision of the Tobacco Prevention and Control Program (TPCP) Section Chief, the incumbent is responsible for the overall coordination and management of the Policy Component of TPCP. This includes the development of a statewide initiative to create key policies both at the state and local level to positively impact tobacco prevention. The Policy Coordinator will provide oversight, answer policy related inquiries, view policy documents and request information from the DPH Legal department and national partners such as the Tobacco Legal Consortium, Centers for Disease Control and Prevention, Campaign for Tobacco Free Kids, and Americans for Non-Smokers Rights. The incumbent will also work with TPCP staff, UW Tobacco Resource Center, and other partners in completing training and technical assistance (TTA) needs assessment and providing the TTA.
Knowledge and Skills
1. Advanced knowledge of current scientific research-based tobacco prevention and control best practices, concepts, theories, principles and practices of public health education and policy development.
2. Advanced understanding of health education theories, principles and practices.
3. Advanced knowledge project and fiscal management.
4. Skill in identifying epidemiological, economic and social trends with implications for the health status of the population and the ability to translate community assessment data into statewide tobacco prevention and control programs.
5. Skill in working as a liaison/facilitator or consultant with a variety of professionals internally and externally to the organization regarding policy or program issues.
6. Skill in working with multidisciplinary groups.
7. Advanced level of knowledge and skill in strategic and operational health planning, program implementation and evaluation and skill in data management.
8. Skill in grant writing, and justifying budget requests.
9. Advanced level of skill in presenting ideas and information orally and in writing in a clear, concise and persuasive manner.
10. Ability to provide leadership and guide activities of individuals and groups.
11. Ability to communicate clearly and to establish and maintain effective working relationships with the agency and with other agencies and community groups.
12. Knowledge of local public health agency operations and structure.
