Alex Azar, the Secretary of Health and Human Services announced the approval of Indiana’s 1115 Waiver. This waiver allows Indiana to begin the process of charging Medicaid enrollees the tobacco surcharge. Indiana Medicaid enrollees who smoke will have a year to quit, after that they will be charged a 50 percent surcharge. This is the first time the tobacco surcharge has been applied to the Medicaid population.
