nicotine-containing products in sweet and fruity flavors – e-cigarettes,
pouches, lozenges, and even gummies – are marketed as containing “tobacco-free
nicotine.” These flavored products, which have yet to face significant
regulation, are prompting concerns about youth use and causing confusion.
