States and municipalities are adopting tobacco retailer licensing (TRL) laws, requiring stores to obtain licenses to sell tobacco products. These laws reduce the number of tobacco retailers, particularly in marginalized or low socioeconomic communities, decrease youth initiation and usage rates, and limit the sale of tobacco products to underage individuals.
